Egypt will open applications on September 20 for 25,000 housing units under rental and rent-to-own schemes, Housing, Utilities and Urban Communities Minister Randa el-Menshawy said on Saturday.

The offering includes 15,000 rental units for low-income citizens under the “Housing for All Egyptians 9” initiative, administered by the Social Housing and Mortgage Finance Support Fund, and 10,000 rent-to-own units through the New Urban Communities Authority.

The schemes aim to expand rental housing options, particularly for young newlyweds, and diversify access in line with citizens’ financial and social circumstances, el-Menshawy said.

The 10,000 rent-to-own units include 5,000 completed units and 5,000 under-construction units in 26 new cities, with areas ranging from 57 to 161 square metres, Deputy Housing Minister for Urban Communities Walid Abbas said.

Completed units are available in cities including New Cairo, 15th of May, Badr, El Shorouk, New Obour, New 6th of October, New Alamein, New Damietta, 10th of Ramadan, New Mansoura, New Minya, New Assiut, New Sohag, New Qena and New Aswan.

The units are offered under several projects, including Premium, Future, Middle-Income, Youth, Sakan Misr, Dar Misr and Jannah.

Applications for the rent-to-own units can be submitted through the Masaken portal from September 20 to October 19. Allocation will be conducted through a public lottery.

Applicants must be aged between 21 and 45, have legal capacity, meet income requirements and not own a residential property or land, either personally or through a spouse or minor child.

Applicants for completed units must pay a three-month rent security deposit. Those applying for under-construction units must pay a reservation deposit and quarterly instalments over three years.

Separately, persons with disabilities can apply for the rental units from September 20 to 27, followed by all eligible citizens from September 28 to October 28.

Applicants must pay a non-refundable registration fee of 365 Egyptian pounds and a refundable deposit of 10,000 pounds. Rental support of up to 100,000 pounds will be available.

Applicants must be aged between 21 and 35, with maximum household net monthly income of 16,000 pounds.
