Minister of Civil Aviation Sameh el-Hefny and President of the Arab Academy for Science, Technology and Maritime Transport Ismail Abdel-Ghaffar witnessed on Sunday the signing of a co-operation protocol aimed at providing postgraduate programmes for ministry employees to support their scientific and professional development, enhance institutional performance and contribute to achieving development objectives.

The agreement establishes a comprehensive framework for co-operation covering postgraduate studies, specialised training programmes, technical and administrative consultancy services, and the exchange of expertise.

It aims to strengthen the integration of academic knowledge with practical application while developing the administrative and leadership capabilities of ministry employees in line with modern institutional development practices.

During the signing ceremony, Minister el-Hefny said investing in human capital is a cornerstone of the ministry’s strategy, describing qualified personnel as the main driver of sustainable development and the competitiveness of Egypt’s civil aviation sector.

He stressed the ministry’s commitment to providing advanced educational and training opportunities based on international best practices to equip national talent with the knowledge and skills required to lead the sector’s future development.

The minister added that the partnership with the Arab Academy forms part of the ministry’s broader efforts to expand co-operation with specialised academic institutions, strengthen capacity-building programmes and support the state’s vision for developing the administrative system and enhancing the efficiency of human resources across all civil aviation sectors.

For his part, Abdel-Ghaffar said the protocol reflects the mutual trust between the two institutions and represents a successful model of integration between academic and executive bodies.

He affirmed the academy’s commitment to placing its academic expertise at the service of the state’s development plans through specialised postgraduate programmes that meet the latest international academic standards and prepare leaders capable of driving institutional excellence.
