July 15, 1973 — El Sayed Hafez Ismail, the presidential adviser for national security affairs, arrived at Cairo Airport last night. Mr. Ismail returned following a three-day mission to Moscow, where he held a series of high-level talks with Soviet leaders regarding the ongoing Middle East crisis.
