Egyptian Prime Minister Mostafa Madbouly on Tuesday witnessed the signing of a co-operation protocol between the Ministry of Youth and Sports and Right to Dream Academy to establish a network of regional development centres and support a national project to discover and nurture football talent.
The agreement is being implemented in line with directives issued by President Abdel Fattah al-Sisi at the Egypt 2026 Forum. The signing ceremony, held at the Cabinet headquarters in the New Administrative Capital, was attended by Finance Minister Ahmed Kouchouk.
The protocol was signed by Youth and Sports Minister Gohar Nabil and Sir Mohamed Mansour, Chairman of the Board of Right to Dream International Academy and Right to Dream Egypt.
Following the signing, Nabil said the partnership reflected the ministry’s commitment to establishing an integrated national system for identifying and nurturing football talent in accordance with the latest international standards.
He added that the ministry was working to expand talent identification efforts across all governorates, providing young Egyptians with opportunities to showcase their abilities and reach international sporting and professional levels.
The project will establish a comprehensive talent identification system involving independent scouts and an international institution with extensive expertise in talent development. It will also promote investment in human capital and integrate sports training with education, helping prepare new generations of athletes capable of representing Egypt at international competitions.
Nabil stressed that the ministry would provide the necessary facilities and resources to ensure the project’s successful implementation.
For his part, Sir Mohamed Mansour said the partnership aimed to establish a network of regional development centres and support the national talent identification project in direct co-operation with the Egyptian government, represented by the Ministry of Youth and Sports. He added that the initiative would prepare a new generation of athletes according to the highest international standards, opening up opportunities for professional careers and regional and international competition.
Mansour explained that the project would include the establishment and operation of five regional development centres covering different parts of the country.
Each centre will be designed as an integrated complex featuring football pitches, a fitness gym, classrooms and educational facilities, medical services and accommodation. The centres will become operational in phases.
In addition, the project will introduce a national talent identification programme based on unified assessment, selection and documentation standards. The programme will extend to schools, community sports grounds and local competitions, connecting football pitches, scouts and development centres within a single system and broadening participation across Egypt’s governorates.
Players enrolled at the centres will receive accredited academic education in coordination with the Ministry of Education, enabling them to pursue their sporting development alongside their studies in an integrated, full-day environment. The pathway will begin at an early age and extend to professional opportunities in Egypt and abroad.
Under the agreement, Right to Dream Academy will oversee the project’s technical, sporting and scouting activities, including talent identification, selection, training, assessment and professional career management. The Ministry of Youth and Sports will provide the facilities, prepare them for operation, manage their administrative and logistical requirements, and ensure the provision of accredited education at the centres.
A joint co-ordination committee will be established to monitor implementation, while both parties will work towards concluding the project’s final agreement in the coming months.
The co-operation protocol comes within the framework of President Abdel Fattah al-Sisi’s directives to establish an institutional national system for discovering and nurturing sporting talent across Egypt, in line with the objectives of Egypt Vision 2030 and drawing on Right to Dream’s extensive experience in talent development and its holistic approach to supporting players athletically, academically and personally.
