Prime Minister Mostafa Madbouli chaired on Wednesday a meeting to discuss a proposed draft law establishing the Egyptian Union of Real Estate Developers. The session was attended by Housing Minister Randa El‑Menshawy, Deputy Minister Walid Abbas, Assistant Minister Khaled Seddiq, Tourism Development Authority CEO Mostafa Abdelwahab and Housing Sector Head Mostafa El‑Naggar.

The premier stressed that the government seeks to create a legal framework that balances stimulating investment in the real estate sector with protecting the rights of all stakeholders. He noted that real estate investment is a key driver of economic growth, and President Abdel Fattah El‑Sisi has directed the preparation of such a framework to safeguard the interests of the state, developers and beneficiaries.

The Prime Minister explained that the proposed union would provide a single professional umbrella for real estate development, unifying diverse entities under a clear legislative structure to regulate a rapidly expanding market driven by private sector participation.

Housing Minister Randa El‑Menshawy outlined the ministry’s preparatory steps, including consultations with relevant ministries, agencies and experts to address emerging challenges in the property market. She said the draft law aims to strengthen investor confidence by establishing a professional union to resolve disputes, classify developers, enhance transparency and protect contractors and buyers through stricter rules. The law would also align with Egypt’s urban expansion and provide greater opportunities for private sector involvement.
