The National Initiative for the Development of Egyptian Industry, commonly known as Ibdaa(Arabic for ‘Just Start’) was launched under directives from President Abdel Fattah El Sisi.

The initiative especially targets those benefiting from the presidential Decent Life initiative. It aims to make them part of an integrated national project for industry, develop the human element and localize development.

Ibdaa mainly has three main goals:

➢ Create jobs for youth
➢ Localize modern industries
➢ Reduce imports

The initiative is made up of the following three axes:

➢ Major projects
➢ Industry support
➢ Training, research and development

Major projects

The partnerships concluded within Ibdaa have contributed to the provision of direct and indirect jobs by expanding existing industries and localizing modern industries with the aim of reducing imports. These partnerships have so far created over 3,000 jobs in various industrial fields.

Hawa Factory for Light Vehicles is the most outstanding of these major projects.

Hawa Factory

The project aims to localize the manufacture of diesel-powered engines for motorcycles and tricycles (2-3 wheels) of four-stroke quality, with capacities between 200 and 250 cc. It produces five different models. This is a feeder plant for the light transport industries complex.

Industry Support Pillar

This aims to achieve the following:

➢ Support troubled factories and help them return to work and overcome challenges
➢ Help existing factories to expand through efficient marketing and export plans
➢ Transfer modern technologies in sectors in need of development
➢ Hammer out partnerships with factories that face challenges to support and encourage them to operate and expand
➢ Discuss ways to establish industrial complexes in villages, after studying international experiences in coordination with the Federation of Industries in setting up mechanisms for implementation
➢ Facilitate access to plots of land, and facilitate official procedures
➢ Provide research and development service for targeted projects, along with training for labour

The Industry Support Hub team has received 1,692 requests for support so far. The Hub has provided support to 789 factories and 497 new investors.

– NooR Tex Factory
– Sweetana Factory
– FuTech Factory​
– UPVC Factory

NooR Tex Factory

It is specialized in making textile products. The factory aspires to reach maximum operating capacity during the first quarter of 2024.

It is specialized in the production of chocolate. The factory expects to reach its maximum operating capacity during the first quarter of 2024.

FuTech Factory

It is specialized in LED and other related industries. The factory aims to deepen local manufacturing, utilizing modern design techniques and advanced research, address inferior products and reduce energy subsidies through the following:

• Introduce high-efficiency and long-life smart lighting equipment that meets green lighting standards

• Manufacture high-tech lighting fixtures, including energy-saving and smart LED bulbs and lamps

• Provide systems that rely on solar energy

UPVC Factory

The project aims do the following:

• Manufacture UPVC profiles for use indoors and windows, instead of aluminium

• Manufacture drainage pipes from raw PVC

532 tonnes in first stage. 5,000 tonnes are targeted.

Training, research and development

This aims to do the following:

➢ Provide technical, vocational and educational training for current and new employees in the industrial sector, especially in troubled factories
➢ Provide trained manpower in accordance with international standards to meet the requirements of the labour market in terms of speciality and the skills determined by employers
➢ Achieve the sustainability and quality of training through the development of state technical education and vocational training institutions and their accreditation in accordance with international standards

The above can be achieved through the implementation of a complete strategy that consists of the following:

• Short-term plan that provides short training courses (technical, vocational and educational) for current and new employees in the industry and liberal professions sector

• Long-term plan that develops state-run technical education and vocational training institutions in accordance with international accreditation standards
