Prime Minister Moustafa Madbouli met on Wednesday with Finance Minister Ahmed Kouchouk to review the ministry’s latest priorities, including tax reforms, fiscal performance, investment management and green financing initiatives.

Kouchouk said President Abdel Fattah El Sisi has ratified eight laws comprising the 2nd package of tax facilitation measures, which will be implemented immediately, while preparations are underway for a third package. 

He said the reforms are designed to simplify procedures, encourage voluntary tax compliance and improve Egypt’s business environment without imposing new taxes.

The minister also presented preliminary results for the 2025/26 state budget, saying they reflected stronger fiscal discipline, better control of the overall deficit and higher public revenues through improved tax collection rather than additional taxes.

 The gains, he said, would create greater fiscal space for spending on health and education while supporting efforts to reduce public debt relative to GDP.

Kouchouk outlined an upgraded real estate tax system built around digital services, smart property valuation, enhanced transparency and integrated databases to improve tax administration and taxpayer services.

He also reviewed the Finance Ministry’s strategy for managing its portfolio of listed state-owned assets, saying it had generated stronger capital gains, cash flows and asset values while supporting Egypt’s privatisation and economic reform agenda.

The meeting covered initiatives to convert municipal solid waste into alternative fuel under a zero-waste approach and a proposed financing programme to help manufacturers install solar power systems, reducing natural gas imports and supporting Egypt’s clean energy transition.
