Prime Minister Mostafa Madbouly stressed the need to establish clear implementation plans and measurable performance indicators for the presidential directives issued at Egypt Forum 2026, particularly those relating to social protection.
Madbouly made the remarks during a meeting on Wednesday to review implementation mechanisms for President Abdel Fattah El-Sisi’s directives and the forum’s recommendations on social protection.
Minister of Finance Ahmed Kouchouk, Minister of Social Solidarity Maya Morsy, and Minister of Supply Sherif Farouk attended the meeting.
They followed up on the implementation of President Sisi’s directives on social protection, ensuring further improvements to the system of support and welfare services available to citizens.
The prime minister stressed the importance of translating the presidential directives into specific executive programmes, supported by performance indicators to monitor progress in implementing each assignment.
The minister of social solidarity Maya Morsy reviewed implementation progress and interim targets through 2030 for the directives relating to social protection.
Morsy outlined more measures aimed at strengthening the social protection system.
Minister of Supply and Internal Trade Sherif Farouk also outlined his ministry’s plans to implement the presidential directives, noting that the ministry had been assigned two main tasks.
The first is to ensure that Egypt’s strategic reserves of various commodities are sufficient to cover at least six months of consumption.
Farouk said the ministry has been co-ordinating with Mostaqbal Misr (Future of Egypt) to maintain reserves at no less than six months’ consumption throughout the year. He also reviewed the current stock levels of various commodities.
The second directive concerns the introduction of a cash-support system, with President Sisi calling for the launch of pilot scheme in one governorate.
Farouk announced that Beheira had been selected for the trial, which will begin in January.
Commenting on efforts to strengthen strategic commodity reserves, Madbouly stressed the need to maintain stocks covering more than six months of consumption. This would enable the government to intervene in the event of traders attempting to withhold commodities from the market or impose unjustified price increases, thereby helping maintain market and price stability.
He also underscored the importance of continuing the ongoing initiative to reduce commodity prices.
Madbouly also instructed the minister of finance to announce the implementation plan for the decision to raise the minimum wage as soon as possible.
Kouchouk said the ministry is in the process of finalising the proposed implementation plan, which would be submitted to the Cabinet ahead of its official announcement.
He also referred to the plan to increase teachers’ incomes, which had been announced at a joint press conference with the Minister of Education and Technical Education.
The Ministry of Finance is also co-ordinating with the ministries of Health and Higher Education on proposed pay rise for healthcare workers and university professors, with the aim of developing a comprehensive plan covering employees in both vital sectors, he added.
