Minister of Local Development and Environment Manal Awad has announced the completion of the detailed urban plan for Ihnasya City in Beni Suef Governorate, describing it as an important step towards completing Egypt’s urban planning system, regulating urban growth and advancing sustainable development.

This is in line with the directives of President Abdel Fattah El-Sisi, the ministry said in a statement.

It added that the minister said the plan forms part of the State’s efforts to establish a clear planning framework for governorates, optimise land use, guide development and create an organised urban environment capable of meeting citizens’ present and future needs.

The minister explained that the Ihnasia plan covers approximately 538.1 feddans, including 36.31 feddans allocated for regional services.

It also defines land uses, the road network, service areas, residential zones and other urban functions, providing an integrated framework for future development.

She said the plan was prepared according to approved planning standards and criteria, following the required studies and an assessment of the city’s existing urban structure and future needs.

Its implementation will help regulate construction, facilitate building permits in accordance with approved rules, curb unplanned expansion and protect available land and resources.

Minister Awad noted that detailed plans prepared under the protocol between the Ministry of Local Development and the Armed Forces Engineering Authority now cover 129 cities and 1,399 villages.

She affirmed that the ministry, in co-ordination with the governorates and the General Organisation for Physical Planning, is continuing to complete and update strategic and detailed plans nationwide to support sustainable urban development, improve services and enhance the quality of the urban environment.

The minister stressed that approved urban plans should serve as development instruments rather than merely construction controls, helping authorities prioritise projects and services, direct investment and make optimal use of available land.
