Egypt’s government is hard at work to complete all targets of the 1st phase of the presidential “Decent Life” initiative to develop rural villages, paving the way for the launch of projects under the second phase of the major national project, Prime Minister Mostafa Madbouly said.
Madbouly held a meeting on Monday at the government headquarters in the New Capital to review the implementation of the initiative to develop Egyptian rural villages, in the presence of several ministers and relevant officials.
He stressed the initiative’s vital role in improving quality of life across rural Egypt and raising living standards by providing beneficiaries with decent and stable living conditions.
The meeting reviewed the first phase, which is being implemented in 1,477 villages. Between August 24 and September 7, 2026, work was completed in 19 villages, bringing the total number of villages where all targeted projects have been completed to 926.
The meeting also discussed mechanisms for implementing the second and third phases, drawing on lessons learned from the first phase. These included accurately defining the geographic and engineering scope of projects, securing the required land, adopting centralised procurement to standardise prices, and prioritising locally manufactured products.
Madbouly ordered the swift provision of all land needed for the second and third phases.
He also directed that locally manufactured pumps be used for all sanitation projects to deepen local manufacturing and reduce imports, with centralised contracting for the required pumps.
The second phase will cover 20 governorates, 59 districts and 462 local administrative units, comprising 1,667 villages and serving 21.5 million people. It includes more than 18,900 projects, with the number expected to reach 21,000.
