Egypt’s Financial Regulatory Authority (FRA), headed by Islam Azam, has granted four companies approvals to undertake various non-bank financial activities.

The move is part of the authority’s ongoing efforts to enhance the efficiency and competitiveness of the sectors under its supervision and expand the range of financial services in a way that supports investment attractiveness and broadens the beneficiary base, according to a press release..

The approvals included a temporary licence for Ahly Medical Company (AMC) to engage in healthcare programme administration (TPA – Third Party Administrator), as stipulated under the Unified Insurance Law No. 155 of 2024 and FRA Decision No. 229 of 2025 concerning the regulatory framework governing the activity.

FRA has now granted temporary licences to nine companies to undertake healthcare programme administration (TPA) activities, and to one company to engage in specialised health insurance (HMO), while a number of other companies are still completing the required regulatory requirements.

The approvals also included the registration of the The Egyptian Company for Services & Collection, Ltd Masreya, as a company authorised to collect financial dues on behalf of non-bank financing companies and entities.

FRA also approved Prime Securities Brokerage to deal in government securities and financial instruments in the secondary market. It also granted Arabeya Online (AOL) brokerage approval to deal in Global Depositary Receipts (GDRs) corresponding to securities listed on the Egyptian Exchange.

Masreya is the third company to be registered in the FRA’s dedicated register for the activity, while the authority is currently reviewing registration applications submitted by more than 30 companies.

FRA approvals come within its constitutional and legal mandate to regulate and supervise non-bank financial markets and instruments, including capital markets, futures exchanges, insurance activities, mortgage finance, financial leasing, factoring and securitisation, as well as the establishment and licensing of companies operating in these markets.
