Minister of Civil Aviation Sameh el-Hefny oversaw the signing of a pivotal memorandum of understanding between the Egyptian and Libyan Civil Aviation Authorities, signaling a new era of technical and operational synergy. 

The agreement was signed by Captain Sameh Fawzy and Mohamed Abdel Salam Shlibek from the Libyan side.

This formal accord establishes a framework for deep-rooted co-operation, focusing on the unified management of airspace to ensure the highest global standards of safety and efficiency.

The memorandum focuses on integrating the management of Egyptian and Libyan airspace through the implementation of advanced air navigation technologies and coordinated traffic flow management. 

Beyond operational alignment, the partnership prioritises human capital development by organising comprehensive training programmes for technical and administrative personnel. Egypt will provide the necessary expertise to assist in restructuring Libyan airspace, ensuring that both nations optimise their air domains according to international benchmarks for safety and air transport security.

El-Hefny emphasised that the Ministry is fully committed to providing institutional support and technical resources to its Libyan counterparts. 

He noted that this step is a direct reflection of the fraternal relations between the two countries and a shared vision to build a sustainable civil aviation system. By focusing on an institutional approach based on efficiency, the agreement aims to modernise the infrastructure of the regional air transport industry and strengthen the bonds of co-operation in all areas of aviation.

The strategic integration is expected to yield significant economic benefits by enhancing air connectivity and reducing both flight times and operating costs. El-Hefny highlighted that these improvements would bolster the regional and international competitiveness of both air domains, creating a positive economic return for the region.

This memorandum underscores Egypt’s ongoing strategy to expand its network of strategic partnerships with sisterly nations, ensuring the continued growth and stability of the air transport sector.
