The European Parliament on Thursday called on the European Union to list Yemen’s Houthi movement as a terrorist organisation, citing attacks on Saudi Arabia and the worsening humanitarian crisis in Yemen.

The resolution urges the EU Council, which represents the bloc’s 27 member states, to include the movement’s political and military wings, leadership and security apparatus on the EU’s terrorist list.

The measure was adopted after weeks of negotiations. It does not itself impose sanctions, which require approval by the Council and can include asset freezes and travel bans.

Lawmakers condemned what they described as unprecedented Houthi missile and drone attacks on Saudi Arabia, as well as the group’s military offensive in Yemen. They said the attacks violated international law and international humanitarian law, and had contributed to civilian deaths and displacement.

Hana Jalloul, the resolution’s lead negotiator from the Socialists and Democrats group, expressed “full solidarity with the people of Yemen and Gulf countries” in a post on X.

The parliament also condemned Iran’s support for the Houthis and called for the disarmament of Tehran-backed groups in the Middle East, including Lebanon’s Hezbollah.
