Storm Adam began to ease Tuesday after leaving at least five dead and causing severe flooding in eastern Spain, authorities said.
More than 2,100 people have been evacuated and nearly 500 rescued in the Valencia region since the storm began, the Civil Guard said in its latest update.
The downpour, which started Saturday, dumped up to 700 litres per square metre in 24 hours in some areas of the region.
Floodwaters have isolated several towns along the Mediterranean coast, rivers burst their banks and streets turned into torrents, in scenes reminiscent of the catastrophic flooding that killed more than 230 people in the Valencia region two years ago.
Prime Minister Pedro Sanchez is due to visit Valencia later Tuesday to assess the damage.
Around 600 people received assistance at a municipal centre, with 400 spending the night there from Monday to Tuesday, officials said.
More than 1,300 Civil Guard officers have been deployed for emergency operations, with helicopters, boats and specialised units for water and mountain rescues.
