Minister of Higher Education and Scientific Research Abdelaziz Konsowa affirmed on Tuesday that the ministry places scientific research at the top of its priorities. The goal is to support industry and the knowledge economy.

He stressed the importance of turning academic research into marketable products and services. This step aims to strengthen innovation and promote entrepreneurship. It also seeks to build an advanced education and research environment capable of meeting local and global market demands.

The minister said the concept of “Technology Valleys” will serve as the main tool to achieve this vision. These valleys will function as integrated systems that support innovation. They will rely on strong partnerships between universities and industry. Each leading university will host a technology valley based on its area of excellence. These hubs will focus on applied research that offers practical solutions. They will also support the knowledge economy and encourage students to launch startups and develop competitive projects.

Konsowa added that a new incentive system will be introduced for researchers and faculty members. Promotions and financial rewards will not depend only on published papers. They will also consider registered patents, industry-funded applied research, and innovative projects that become startups or deliver advanced industrial solutions.

The minister also announced the creation of a national fund in partnership with industry to finance applied research. Funding will be competitive and tied to the presence of an industrial partner. This is meant to align research with market needs and maximize its economic impact.

He added that major companies in Egypt will be encouraged to allocate part of their profits to support research in technology valleys. In return, they will receive priority access to research outcomes and applications.
