President Sisi directs further support of social protection system

President Abdel Fattah El Sisi affirmed the need to continuously improve support mechanisms in a way that balances social justice with economic sustainability while fully safeguarding the rights of the most vulnerable groups.

He directed the government to establish a unified social protection programme to ensure that assistance reaches eligible beneficiaries effectively.

This came as President Sisi met on Tuesday with Prime Minister Moustafa Madbouli and Minister of Social Solidarity Maya Morsy to review efforts to upgrade Egypt’s social protection system and expand services for vulnerable groups.

President Sisi called for continued monitoring of the Takaful and Karama (Solidarity and Dignity) cash-transfer programme, which currently benefits around 4.7 million families.

He instructed the government to prepare an annual report measuring the programme’s social, economic and developmental impact, while enhancing economic empowerment opportunities for beneficiary families and improving the efficiency of social spending

During the meeting, Minister of Social Solidarity maya Morsy outlined progress in developing a national social protection framework aimed at consolidating state efforts, supporting sustainable development goals and enhancing protection for low-income and vulnerable citizens.

She noted that the government is working to strengthen economic empowerment programmes in partnership with state institutions, the private sector and civil society organisations.

The meeting also reviewed efforts to develop Egypt’s early childhood care and nursery system.

Morsy highlighted plans to expand the capacity of nurseries, improve educational and childcare services, streamline licensing procedures and establish a national database to identify areas most in need of additional facilities.

 A nationwide survey is also underway to determine priority locations for new nurseries, the minister noted.

President Sisi directed officials to improve service quality, increase nursery enrollment rates and develop a comprehensive roadmap for the sector.

He also called for the establishment of psychological and social support centres for children in line with international standards.

The President also stressed the importance of expanding elderly care homes.

The meeting further addressed reforms to Egypt’s Kafala (foster family) system.

He emphasised the need to provide comprehensive care for children without parental support and ordered regular monitoring to ensure their social and psychological well-being within foster families.
