President Abdel Fattah El Sisi stressed the importance of ensuring that all healthcare facilities are fully prepared medically, technically, and administratively before becoming operational, so as to provide citizens with high-quality healthcare services. He also directed the acceleration of the digital transformation of the Universal Health Insurance System (UHIS) and the implementation of an integrated national digital health platform to enhance data connectivity and management, improve operational efficiency and spending, and support the adoption of artificial intelligence applications across healthcare facilities.

The remarks came during a meeting on Sunday with Prime Minister Moustafa Madbouli, Minister of Health and Population Khaled Abdel Ghaffar, and Presidential Adviser for Financial Affairs Lieutenant General Ahmed el-Shazly.

Presidency Spokesman Ambassador Mohamed el-Shennawy said the meeting reviewed progress in implementing the UHIS, the ongoing digitalisation of its operations, and preparations for the pilot rollout of the system in Minya Governorate.

Minister Abdel Ghaffar noted that the UHIS serves as a model of healthcare equity and social solidarity, founded on quality, sustainability, and fair access to services. He highlighted the successful completion of the system’s first phase and outlined ongoing preparations for the launch of the second phase.

Discussions during the meeting also focused on the implementation status and completion schedules of several major healthcare projects nationwide, including New Alamein Hospital, Ras El-Hekma Hospital, Nile Medical City, Nile Children’s Hospital, the Central Laboratories Complex in Badr City, Qalawoon Eye Hospital, as well as healthcare projects across northern, central, and southern Upper Egypt.

President Sisi stressed the importance of strengthening co-operation among government institutions, the private sector, and strategic partners to ensure the successful implementation of national projects and advance Egypt’s vision for healthcare sector development.

the discussions also addressed developments at the Egyptian Ambulance Authority. President Sisi approved a proposal to improve wages for the authority’s employees, while the health minister reviewed the current status of ambulance vehicles and Egypt’s emergency medical response fleet.

The meeting reviewed the latest developments concerning Nile Medical City, as well as a proposal to establish a City of Hospitals and Educational Institutes for Research and Training in the New Administrative Capital, the presidency spokesman said.

The project aims to create an integrated medical hub comprising hospitals, research centres, and training facilities to enhance healthcare services, provide high-quality medical care, and support medical tourism.

Abdel Ghaffar said the proposed city is designed to become a leading regional centre for advanced healthcare services, medical research, education, and professional training. He noted that a number of international companies have submitted proposals for the project, which are currently being evaluated in line with Egypt’s healthcare development strategy.

The minister also reviewed progress on the National Nile Centre for Excellence in Medical Education, which is set to become Egypt’s first centre dedicated to medical simulation, excellence, and advanced learning as part of efforts to modernise medical education and clinical training using state-of-the-art simulation technologies.

In addition, Abdel Ghaffar outlined healthcare investment opportunities and mechanisms to support local manufacturing. President Sisi stressed the importance of fostering a competitive investment environment that attracts high-quality investments in the healthcare sector as part of a broader strategy to localise medical industries, expand specialised healthcare services, and boost national self-sufficiency.

The president also reaffirmed the need to continue improving the quality, efficiency, and accessibility of healthcare services nationwide through modern healthcare facilities equipped with the latest medical technologies and equipment.
