The House of Representatives, during its extraordinary plenary session on Wednesday chaired by Counsellor Hisham Badawi, gave final approval by a show of hands to a bill submitted by MP Hisham El-Hosary to postpone the implementation of Law No. 174 of 2025 promulgating the Criminal Procedure Law by one year.
The bill seeks to defer the implementation of the Criminal Procedure Law until 1 October 2027, instead of 1 October 2026, allowing sufficient time to complete the necessary organisational and technical preparations. It is also intended to ensure the proper application of the law, achieve its objectives, fulfil the obligations set out in it, and safeguard citizens’ rights and freedoms.
According to the report of the House Constitutional and Legislative Affairs Committee, the rationale behind the postponement was based on practical considerations.
The committee said these considerations include, in particular, completing electronic systems for notification and remote litigation, databases and connectivity systems, and all aspects related to the digitisation of procedures. They also include training and preparing the personnel responsible for implementing the law and coordinating with the various authorities involved in criminal proceedings.
