Prime Minister Moustafa Madbouly, speaking on behalf of President Abdel Fattah El-Sisi, stressed that Africa faces unprecedented challenges and ongoing conflicts that require joint action and a comprehensive approach to address their root causes, including poverty, climate change, water scarcity, terrorism, the proliferation of weapons and transnational organised crime.
Addressing the Extraordinary African Union Summit in Luanda, Angola, on strengthening mechanisms for conflict prevention and resolution in Africa, the premier emphasised the need to strengthen existing mechanisms within the African Union and regional economic communities to develop effective solutions to conflicts.
He also stressed that reconstruction and development in conflict-affected countries are essential to establishing lasting peace and security, particularly as President Sisi leads the African Union’s post-conflict reconstruction and development agenda.
Marking the 20th anniversary of the African Union’s Post-Conflict Reconstruction and Development Policy, the prime minister called for translating the policy into practical programmes tailored to the needs of individual countries.
Priorities should include restoring roads, electricity, clean water, sanitation, schools and hospitals, alongside strengthening national institutions, creating jobs, training citizens and reintegrating affected groups, particularly women and young people.
The prime minister called on the African Union Commission to continue supporting the African Union Centre for Post-Conflict Reconstruction and Development in Cairo and welcomed the Peace and Security Council’s Subcommittee of Experts on Reconstruction and Development, established under Egypt’s chairmanship of the Council.
He also reaffirmed Egypt’s call to address the historical imbalance in the composition of the Peace and Security Council by granting North Africa a third seat to ensure fair geographical and regional representation.
Madbouly announced Egypt’s preparations to host the eighth Mid-Year Coordination Meeting of the African Union in New Alamein City on October 4, 2026.
He also invited African leaders and leading business figures to participate in the inaugural Alamein-Africa Business Forum, scheduled for October 2-4, to promote African integration and strengthen intra-African co-operation in support of peace, security and sustainable development.
