Prime Minister Mostafa Madbouly chaired a meeting on Tuesday in the New Administrative Capital to review the proposed Infrastructure Finance Guarantee Facility (IFGF), designed to secure funding for major infrastructure projects, encourage private sector participation, and introduce innovative and sustainable financing tools.

Madbouly said the mechanism, developed in coordination with the Central Bank and the World Bank Group, represents an innovative financing model already applied in other countries. He stressed that it will help ease pressure on the state budget, expand public–private partnerships, and attract private capital to priority sectors such as renewable energy, water, transport, and housing. He directed officials to finalize the facility before the end of the year.

Deputy Prime Minister for Economic Affairs Hussein Issa noted that the initiative reflects Egypt’s policy of opening wider space for private investment in infrastructure, while Planning Minister Ahmed Rostom explained that the IFGF will act as a credit guarantee tool, supported by the International Bank for Reconstruction and Development, the International Finance Corporation, and potentially the African Development Bank. He said the facility will also promote local currency financing and reduce foreign exchange risks.

The meeting reviewed pilot projects expected to be financed under the IFGF between 2028 and 2038, including PPP ventures in renewable energy and private-to-private projects in energy-intensive industries. Electricity Minister Mahmoud Assem highlighted ongoing cooperation with the World Bank to address long-term financing challenges and expand renewable energy technologies. Finance Minister Ahmed Kojok added that the IFGF complements other innovative mechanisms such as the guarantee ceiling framework and PPP expansion.

World Bank officials described the proposal as aligned with Egypt’s infrastructure financing needs and shared positive results from similar models in other countries.

Madbouly concluded by instructing ministries and agencies to accelerate preparations so the facility can begin funding projects by year’s end, emphasizing that the program must be clear, measurable, and accessible to both citizens and experts.
