Egypt’s Minister of Labour Hassan Raddad said the launch of a standard procedures guide for overseas employment marks an important step towards improving the recruitment of Egyptian workers abroad, facilitating their movement and protecting their rights.
Speaking at the launch event on Tuesday, held in co-operation with the International Labour Organisation (ILO), Raddad said the guide aims to improve recruitment services and ensure they comply with national legislation and international labour standards.
The event was held under the project “Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa: Egypt, Tunisia and Morocco” (THAMM).
Raddad said Egypt is working to strengthen oversight of recruitment procedures, raise workers’ awareness of their rights and obligations, and provide safeguards for Egyptians working abroad.
He noted that the new Labour Law No. 14 of 2025 includes amendments aimed at keeping pace with changes in labour markets, strengthening oversight of recruitment companies and enhancing the role of labour representation offices in monitoring and supporting Egyptian workers overseas.
The ministry has also established a pre-departure guidance unit to inform workers about overseas employment requirements, their rights and obligations, and the risks of irregular recruitment.
Awareness campaigns have also been launched to encourage compliance with legal and contractual procedures before travelling.
The minister said the guide was reviewed and updated to reflect the latest legal and procedural developments.
He praised co-operation with the ILO and the EU in developing the guide and supporting organised and safe employment.
Raddad said that the second phase of the THAMM project, known as THAMM PLUS, aims to improve employment opportunities for potential migrant workers through vocational training and skills development tailored to overseas labour market needs.
It also supports regular and sustainable labour mobility and bilateral agreements that provide Egyptians with decent work opportunities in EU countries, the minister added.
He stressed that the ministry would continue working with national and international partners to expand safe, organised employment opportunities and protect Egyptian workers abroad.
