Egypt is working to better align development and financial planning to direct resources towards national priorities and achieve measurable results, Planning and Economic Development Minister Ahmed Rostom said.
Rostom made the remarks during the Financing the SDGs Dialogue in Madrid on Friday, organised by the United Nations Development Programme (UNDP) in partnership with the Spanish government.
During the event, the minister held meetings with international institutions and development partners, including UN Assistant Secretary-General and Director of UNDP’s Bureau for Policy and Programme Support Marcos Neto, and officials from Mauritania.
Rostom highlighted the role of the Public Planning Law No. 18 of 2022 and the Unified Public Finance Law No. 6 of 2022 in linking resource allocation to programme implementation and performance measurement.
He also noted that Egypt’s Human Development Index rose from 0.736 in 2020 to 0.754 in 2023, according to its Voluntary National Reviews.
Minister Rostom outlined the Integrated National Financing Strategy, launched in March 2025, to coordinate public and private financing and direct it towards national priorities.
He also reviewed efforts to restructure public investment management and the National Investment Bank, as well as the Infrastructure Finance Guarantee Facility (IFGF), developed in partnership with the World Bank Group to support project preparation and strengthen creditworthiness.
Rostom reaffirmed Egypt’s commitment to financing its development agenda in line with Egypt Vision 2030, stressing that the challenge is not only to mobilise more funds, but to secure financing at the required scale and direct it effectively towards national priorities.
He warned that regional and international tensions, rising global borrowing costs and debt-servicing obligations are putting pressure on governments’ fiscal space and limiting investment in healthcare, education, infrastructure and climate action.
