Minister of Education and Technical Education Mohamed Abdel Latif, representing Prime Minister Mostafa Madbouly, attended on Monday the launch event of Egypt’s National Framework for Quality Indicators for Technical and Vocational Education and Training (TVET).

The event was organised by the Egyptian TVET Quality Assurance and Accreditation Authority (ETQAAN).

The framework is part of Egypt’s efforts to improve the quality of technical and vocational education and strengthen its outcomes and links to labour market needs.

In his speech, Abdel Latif said the framework comes at an important stage in the development of Egypt’s TVET system.

He stressed that success should not be measured by the number of programmes and initiatives, but by their impact on students, graduates and the economy.

He said the indicators should help determine whether students are gaining the skills they need, whether programmes are achieving their goals and whether graduates are moving effectively into the labour market.

“The real value of indicators is not in producing more figures, but in turning data into knowledge, knowledge into decisions and decisions into measurable results,” Abdel Latif said.

He noted that rapid changes in technology, artificial intelligence, the green economy and production methods are reshaping jobs and skills. The framework, he added, should therefore help Egypt anticipate future labour market needs as well as respond to current ones.

The minister said developing an integrated data system will be essential to track students from enrolment through education, training and assessment to graduation and their transition to higher education or employment.

He also highlighted cooperation with the European Union and the European Training Foundation (ETF), stressing that Egypt seeks to benefit from international experience while developing a national framework suited to its own priorities and economic needs.

ETQAAN Chairman Mohamed Emara said the framework was developed in cooperation with the ETF through consultations involving government bodies, experts and international development partners.

THe added that the framework was aligned with international practices, including the European Quality Assurance Reference Framework for Vocational Education and Training (EQAVET), while taking Egypt’s priorities into account.

Emara said the framework will provide a national reference for measuring the quality and performance of the TVET system, identifying gaps and tracking the impact of reforms.

He added that  ETQAAN  has developed national accreditation standards, trained quality-assurance staff and established digital accreditation and training platforms. The authority has also signed seven cooperation protocols with relevant ministries, institutions and labour organisations.
