Minister of Water Resources and Irrigation Hani Swailem chaired a meeting on Thursday to review progress on the “Enhancing Climate Change Adaptation in the North Coast and Nile Delta” project and discuss a proposed framework for integrated coastal zone management. 

The initiative embodies Egypt’s strategy to boost resilience against climate impact and ensure sustainable coastal development.

Swailem stressed that protecting coasts begins with early planning and integrating climate risks into development decisions. He explained that the integrated vision aims to safeguard investments, assets and natural resources, while recognising the interlinked nature of coastal systems.

The minister highlighted that adaptation measures must start at the planning stage, combining on‑ground projects such as shoreline protection with comprehensive strategies for sustainable coastal growth.

He emphasised the importance of coordination among government bodies, parliament and local communities, supported by clear mechanisms for data sharing and joint decision‑making.

Swailem pointed to the project’s scientific outputs, which provide advanced tools for forecasting sea‑level rise, waves and wind patterns, helping guide investment and improve project design. He noted that adaptation extends beyond erosion and flooding to address saltwater intrusion and its effects on agriculture, infrastructure and future developments.

The minister underlined the need to expand the use of nature‑based solutions and environmentally friendly techniques, involving local communities to enhance efficiency and sustainability. 

He lauded the project as a pioneering model that has attracted international interest, and confirmed that a second phase is under study to extend protection to the most vulnerable coastal areas.

The project is funded by the Green Climate Fund in cooperation with UNDP, with a value of $31.4 million, covering 69 kilometres across five coastal governorates: Port Said, Damietta, Dakahlia, Kafr El‑Sheikh and Beheira.
