Prime Minister Mostafa Madbouly said that the government started to carry out President Abdel Fattah El-Sisi’s directives at the conclusion of Egypt Forum 2026, with measures covering teachers’ salaries, internet services, affordable housing and university staff pay.

Madbouly made the remarks while chairing the weekly Cabinet meeting at the government headquarters in the New Capital on Wednesday.

The prime minister said the government is committed to turning the forum’s recommendations into practical measures to improve living standards and the quality of public services.

He announced that regular meetings with ministries and relevant authorities would begin next week to monitor progress on the presidential directives.

He said President Sisi is closely following the implementation of the directives and stressed that each ministry must announce its measures and explain the benefits to citizens.

Madbouly said the government had already begun implementing plans to improve salaries for pre-university teachers.

Minister of Education Mohamed Abdel Latif and Minister of Finance Ahmed Kouchouk had held a joint press conference to announce details of the pay improvement plan.

The prime minister also highlighted instructions issued by the National Telecommunications Regulatory Authority requiring fixed-line internet providers to double the capacity of basic internet packages, starting November 1, 2026.

On housing, he referred to the recently signed partnership agreements between the New Urban Communities Authority, the Social Housing and Mortgage Finance Fund and private property developers.

The agreements aim to provide affordable housing units for low-income citizens under the presidential initiative “Housing for All Egyptians”.

Housing Minister Randa el-Menshawy said preparations are under way to offer premium housing units to Egyptians living abroad under the Beit Al-Watan programme.

These units would be offered alongside new housing projects for low- and middle-income households.

Minister of Higher Education and Scientific Research Abdelaziz Konsowa said the government is finalising salary increases for university academic staff. Details would be announced soon, he said.

Minister of Finance Ahmed Kouchouk said his ministry is working with Industry Minister Khaled Hashem on incentives to encourage industries to adopt new energy technologies.

The proposed incentives would be presented to the industrial community in the coming period.

The prime minister reviewed regional political developments and their impact on the Egyptian economy.

He said the Central Crisis Management Committee met this week to assess the consequences of escalating geopolitical tensions, rising global prices and disruptions to international supply chains.

The meeting also reviewed strategic reserves of basic commodities, medicines, medical supplies and fertilisers.

Madbouly stressed that the government would continue maintaining safe levels of strategic reserves and closely monitoring international markets.

For her part, Minister of Social Solidarity Maya Morsy reviewed preparations for the International Social Protection Forum, scheduled to take place next month.

The event, themed “Social Protection in a Changing World”, will be organised in co-operation with the Ministry of Foreign Affairs, International Co-operation and Egyptian Expatriates.

Morsy said the forum would provide a platform for exchanging expertise, discussing emerging challenges and developing more effective social protection policies.

The first edition is expected to attract around 300 participants, including ministers, senior officials, representatives of United Nations agencies, the World Bank and development partners.

The minister highlighted Egypt’s experience in social protection, particularly the Takaful and Karama programme, which links financial assistance to investment in human capital.

She said the forum would focus on developing integrated social protection systems, sustainable financing, governance and digital transformation.
