The Ministry of Social Solidarity has approved 1,828 foreign grants worth nearly LE13 billion during the 2025/26 fiscal year.

The grants were offered by 610 donor entities and benefiting 515 civil society associations and foundations, as part of efforts to strengthen the non-profit sector’s contribution to sustainable development.

Minister of Social Solidarity Maya Morsy received a report from Amr Hosny, head of the Central Unit for Associations and Civil Society Work, detailing the unit’s achievements and its evolving role in supporting civil society as a strategic development partner.

Egypt has 35,779 registered civil society organisations, including 66 licensed foreign non-governmental organisations (NGOs), 27 regional federations, 50 specialised federations and the General Federation of Civil Associations and Foundations.

Their geographical distribution is relatively balanced, with the highest concentration in Greater Cairo, followed by the Nile Delta and Upper Egypt.

During the reporting period, 407 new associations and foundations were registered, and permits were issued to six foreign NGOs.

Their activities span community and sustainable development, social assistance, healthcare, cultural and scientific services, economic development, human rights and support for persons with disabilities.

The unit oversees foreign funding in accordance with the Civil Society Work Regulation Law and its executive regulations, ensuring transparency, sound governance and alignment with legitimate development priorities.

The report recorded 481 active fundraising licences and 351 liquidated licences. Banks and payment collection companies account for 88% of fundraising methods.

Regulatory decisions and circulars have also streamlined assessment procedures and strengthened oversight of donations and grants.

The unit coordinates with external entities and the Asset Seizure Committee, conducts monitoring and evaluation, and supports the implementation of Egypt’s national strategy to combat money laundering and terrorist financing.

It resolved all 488 civil society-related complaints received through the Cabinet’s Government Complaints Portal, achieving a 100% resolution rate.
