Minister of Health and Population, Khaled Abdel Ghaffar, chaired the second meeting of the High Committee for Enhancing Healthcare Quality and Patient Safety. The session followed up on recommendations from the first meeting and reviewed updates from subcommittees, as part of Egypt’s efforts to strengthen healthcare standards and advance the National Health Strategy under Egypt Vision 2030.

The minister welcomed committee members, stressing that the meeting comes at a pivotal moment for the health system, supported by the implementation of the Medical Responsibility and Patient Safety Law and the expansion of universal health insurance. He noted that citizens’ right to safe, fair, and high-quality healthcare is at the core of government priorities.

Key outcomes since the first meeting include the preparation of Egypt’s first National Quality and Patient Safety Report for 2025, serving as a baseline for progress, and the completion of the National Strategy for Quality and Patient Safety 2026–2030. The committee also set research priorities, expanded training on guidelines issued by the Egyptian Health Council, reviewed relevant legislation, and drafted a ministerial decree requiring hospitals to report adverse events through a unified electronic system.

The meeting also reviewed findings from a national survey covering 1,218 facilities, a field evaluation of 96 institutions, and a systematic review of Egyptian research from 2015 to 2025. A Patient Safety Guide for interns and new graduates was launched.

The 2026–2030 strategy focuses on seven goals: strengthening governance, improving clinical performance, patient engagement, building qualified staff, fostering proactive safety culture, advancing measurement and learning, and supporting digital transformation.

Dr. Abdel Ghaffar concluded by urging swift action to finalize the strategy, issue the decree on adverse event reporting, accelerate the electronic system, and establish patient safety committees at health directorates, emphasizing that success depends on collaboration across all sectors to deliver safe, high-quality care for every citizen.
