Minister of Planning and Economic Development Ahmed Rustom and Chairman of Ayady for Investment and Development, Osama Saleh, probed on Tuesday ways of boosting national efforts to support entrepreneurship and start-ups, as well as creating a more enabling environment for their growth.
Ayady, an investment of the National Investment Bank (NIB), was established in 2015 in a collaboration between the Ministry of Planning and other quasi-government institutions as a private investment entity.
It aspires to encourage investments and promote development in Egypt through providing access to capital to small and medium enterprises (SMEs).
Today’s meeting was attended by NIB Managing Director, Ashraf Negm, the NIB’s Chief Executive, Sara Amer, adviser and board member, Jihan Saleh, and Director of the Egypt Entrepreneurship and Innovation Centre (EEIC), Heba Zaki, in addition to a number of ministry officials.
As the meeting started, Minister Rustum underlined the importance of the entrepreneurship and start-up sector in Egypt, and stressed the government’s commitment to introducing further incentives and supportive measures to enhance competitiveness and increase the sector’s contribution to the national economy.
The meeting is part of ongoing consultations with affiliated entities and relevant stakeholders to build on previous efforts, notably the launch of the “Start-up Charter”, Rustom said.
That coordination is under way with key partners to develop implementation mechanisms aimed at boosting the contribution of the innovation economy to gross domestic product, he added.
The coming period will witness closer coordination among ministries through the ministerial group for entrepreneurship, chaired by Deputy Prime Minister for Economic Affairs Hussein Eissa, he noted.
Rustum also referred to efforts aiming to maximise the role of entities affiliated with the Ministry of Planning and Economic Development to provide innovative tools to stimulate the sector and foster a culture of innovation and creativity.
For his part, Ayady’s Saleh reviewed the company’s efforts in line with the government’s vision to foster public-private partnerships and launch joint projects that increase private sector participation in economic activity.
The company has succeeded in maximising returns on investment through a flexible and diversified portfolio with strong developmental impact, particularly in microfinance, consumer finance and other vital sectors, Saleh noted.
Saleh also outlined key financial and operational indicators, noting that Ayady’s investments span around 24 governorates. He added that the diversity of these investments offers promising exit opportunities for the private sector, whether through strategic investors or listings on the stock exchange.
The meeting also discussed mechanisms to leverage the NIB’s capabilities and Ayady to offer additional financing channels for entrepreneurs and start-ups, as well as support the ministry’s clusters initiative aimed at strengthening local value chains and promoting productive activities across governorates.

عقد الدكتور أحمد رستم، وزير التخطيط والتنمية الاقتصادية، اجتماعًا مع السيد/ أسامة صالح، رئيس شركة أيادي للاستثمار والتنمية التابعة لبنك الاستثمار القومي، لبحث سبل تعزيز الجهود الوطنية لدعم ريادة الأعمال والشركات الناشئة في مصر، وتوفير بيئة أكثر تحفيزًا لزيادة مساهمتها في الاقتصاد القومي.
جاء ذلك بحضور السيد/ أشرف نجم، العضو المنتدب لبنك الاستثمار القومي، والأستاذة سارة عامر الرئيس التنفيذي للشركة، والدكتورة جيهان صالح، مستشار الشركة وعضو مجلس الإدارة، والدكتورة هبة زكي، مدير مركز مصر لريادة الأعمال والابتكار، وعدد من قيادات الوزارة.
في مستهل اللقاء، أكد الدكتور أحمد رستم على الأهمية الكبيرة لقطاع ريادة الأعمال والشركات الناشئة في مصر، مشددًا حرص الحكومة على توفير المزيد من الآليات المحفزة والإجراءات الداعمة للقطاع، بما يُسهم في تعزيز تنافسيته وزيادة نسبة مساهمته في الاقتصاد الوطني.
وأوضح وزير التخطيط والتنمية الاقتصادية أن هذا الاجتماع يأتي ضمن سلسلة من اللقاءات المستمرة مع الجهات التابعة للوزارة والجهات المعنية، لبحث آليات دعم القطاع واستكمال الجهود السابقة، وفي مقدمتها إطلاق “ميثاق الشركات الناشئة”. وأشار إلى التنسيق الجاري مع عدد من الجهات الفاعلة لوضع آليات تنفيذية تعزز مساهمة اقتصاد الابتكار في الناتج المحلي الإجمالي.
وذكر “رستم” أن الفترة المقبلة ستشهد مزيدًا من التنسيق بين كافة الوزارات المعنية في ضوء عمل “المجموعة الوزارية لريادة الأعمال” برئاسة الدكتور حسين عيسي نائب رئيس الوزراء للشئون الاقتصادية إلى جانب تعظيم الاستفادة من الجهات التابعة لوزارة التخطيط والتنمية الاقتصادية، لتوفير آليات مبتكرة لتحفيز القطاع والارتقاء بفكر الابتكار والإبداع.
من جانبه، استعرض السيد/ أسامة صالح الجهود التي تقوم بها شركة “أيادي للاستثمار والتنمية” اتساقًا مع رؤية الحكومة ووزارة التخطيط والتنمية الاقتصادية لتعزيز الشراكة بين القطاعين الحكومي والخاص، وتدشين مشروعات مشتركة تزيد من مساهمة القطاع الخاص في النشاط الاقتصادي. وأوضح أن الشركة استطاعت منذ تأسيسها تعظيم العائد على الاستثمار عبر محفظة مرنة ومتنوعة ذات تأثير تنموي محوري في مجالات التمويل متناهي الصغر، والتمويل الاستهلاكي، وغيرها من القطاعات الحيوية.
وتناول رئيس الشركة أبرز المؤشرات المالية والتشغيلية، مشيرًا إلى تواجد استثمارات “أيادي” في نحو 24 محافظة، مشيرًا إلى تنوع الاستثمارات وفعالياتها يتيح فرصًا واعدة للتخارج لصالح القطاع الخاص، سواء بدخول مستثمرين استراتيجيين أو عبر الطرح في سوق المال.
وشهد اللقاء بحث الآليات والإجراءات اللازمة لاستغلال الإمكانيات الكبيرة لبنك الاستثمار القومي وشركة “أيادي”، لتوفير المزيد من النوافذ التمويلية الداعمة لقطاع ريادة الأعمال، ودعم مبادرة الوزارة الخاصة بالتجمعات الاقتصادية (Clusters)، والتي تستهدف دعم سلاسل القيمة المحلية وتحفيز الأنشطة الإنتاجية في مختلف المحافظات.
