Egypt’s Prime Minister Moustafa Madbouli held a meeting on Thursday to review a proposal submitted by the Chinese company CSCEC to implement the “Medical Capital City for Hospitals and Educational, Research and Training Institutes” project in the New Administrative Capital.

The meeting was attended by Minister of Health and Population Khaled Abdel Ghaffar, Hesham Sheta, Chairman of Encom Group — the Egyptian partner of CSCEC — Dr Mohamed Mostafa, Chairman of the General Authority for Hospitals and Educational Institutes, and Dr Sherif Mostafa, Assistant Minister of Health for National Projects.

At the start of the meeting, the Prime Minister emphasised the importance of the project as one of the major proposed medical and educational landmarks on the outskirts of the New Administrative Capital. The project aims to establish an integrated medical hub combining hospitals, research centres and training institutes, with the goal of improving healthcare services, supporting medical education, and boosting Egypt’s medical tourism sector.

Minister Abdel Ghaffar said the Ministry of Health has been studying the project based on international models of integrated medical cities, noting that it is expected to deliver significant benefits to Egypt’s healthcare system, the universal health insurance scheme, and medical tourism.

He also highlighted the project’s alignment with Egypt’s Vision 2030, stressing its role in advancing preventive and therapeutic services, modernising medical education, and preparing qualified doctors to meet growing demand.

The proposal submitted by Encom, CSCEC’s Egyptian partner, outlines a master plan that includes specialised hospitals, research and training facilities, administrative zones, a hotel, a commercial centre, and green spaces. The company underlined its global expertise and long-standing presence in Egypt. The meeting noted that CSCEC’s proposal is among several international offers under review, with the government set to evaluate all submissions to select the most suitable option.
