Egypt’s Minister of Foreign Affairs, Emigration and Egyptian Expatriates Badr Abdelatty emphasised Egypt’s commitment, alongside Russia, to building a more just and stable international system that meets the aspirations of peoples in a world based on equality, sovereignty, non-interference in the internal affairs of states, respect for territorial integrity, and the right of peoples to self-determination, in accordance with the principles of the United Nations Charter and relevant resolutions of the UN Security Council and General Assembly.

This statement was made during a speech delivered by Abdelatty on behalf of President Abdel Fattah El Sisi at the second ministerial conference of the Russia-Africa Partnership Forum, held in Cairo Saturday 20/12/2025.Abdelatty expressed Egypt’s deep pride in the Egyptian-Russian partnership, which began during Egypt’s presidency of the African Union in 2019, with the first summit held in Sochi, Russia, co-chaired with Russian President Vladimir Putin.

He pointed out that the convocation of this ministerial meeting represents the culmination of continuous development in African-Russian relations and continues the momentum witnessed during the previous summits in Sochi in 2019 and St. Petersburg in 2023.

He also noted that this conference marks a practical step toward implementing the Partnership Forum’s Action Plan for 2023–2026, and serves as an opportunity to launch a constructive dialogue on drafting the next Action Plan for the 2026–2029 period, which will be adopted during the third African-Russian summit, with the aim of serving the shared interests of our peoples and achieving security, development, and stability across the entire African continent.

Minister Abdelatty said that Egypt’s shared commitment with African partners to a more just and stable international system reflects the aspirations of their peoples for a world based on sovereign equality and non-interference in internal affairs.

He added that this also aims to ensure respect for territorial integrity and the right to self-determination, in line with the UN Charter and relevant UN resolutions.

Speaking on behalf of President Abdel Fattah El Sisi at the second ministerial conference of the Russia–Africa Partnership Forum in Cairo, Abdelatty stated that reform of the international system should rest on justice and balance, so that global institutions reflect genuine multilateralism rather than past imbalances.

The top diplomat added that Africa’s demographic, economic, and political weight should be fully represented in major international decision-making, particularly in global financial institutions and UN Security Council reform, in line with the Ezulwini Consensus and the Sirte Summit.

Additionally, Abdelatty noted that regular political dialogue between African countries and their international partners, including Russia, remains central to building mutual understanding, strengthening trust, and coordinating positions on regional and international issues of common interest.
