Egypt has reached an agreement with Talaat Moustafa Group to develop, build and operate four large mixed-use projects, with investments totalling about LE 11 trillion, Prime Minister Mostafa Madbouly said on Tuesday.
Speaking at Egypt Forum 2026, in the presence of President Abdel Fattah El-Sisi, Madbouly said the projects reflected the government’s approach to working with the private sector.
He said the state had invested in infrastructure to attract domestic and foreign private investment, and that a more streamlined investment climate had helped build confidence among investors.
The projects will include urban, tourism, industrial and logistics developments, with investment to be deployed over the course of their implementation, Madbouly said.
He described the agreement as a full partnership, rather than a land sale, that would generate sustained returns and make greater use of state assets.
The state’s share of the returns would help fund national projects serving citizens, including informal-settlement redevelopment, social housing, roads, public services and the Haya Karima (Decent Life) initiative, he added.
The projects are expected to create six million direct and indirect jobs over their course, Madbouly said.
The premier added that the state would collect about LE 2.4 trillion in taxes from them.
The announcement was made during a session on urban development on the second day of the forum.
