Prime Minister Moustafa Madbouli chaired on Wednesday a meeting to discuss the proposal for establishing two integrated medical cities in the New Administrative Capital and New Alamein, with investments exceeding $5 billion in direct foreign investment. The session was attended by Health Minister Khaled Abdel Ghaffar, Housing Minister Randa El‑Menshawy, senior officials from the Armed Forces Engineering Authority, and representatives of the global consortium leading the projects.

The premier stressed the government’s keen interest in advancing the projects, noting their strategic importance for Egypt’s healthcare system. He directed the formation of a joint working group to finalise technical, financial and legal discussions with the consortium.

Health Minister Abdel Ghaffar explained that the projects represent a full foreign investment and a qualitative leap for Egypt’s health sector. They will provide integrated preventive and therapeutic services to international standards, alongside modern institutes and training centres to build medical capacity. The cities will include medical, administrative, educational and training zones, as well as specialised hospitals equipped with advanced technologies. A significant share of hospital beds will be allocated to Egypt’s universal health insurance system.

Consortium officials confirmed total investments of $2.8 billion for the New Capital medical city and $2.5 billion for the Alamein project. They emphasised reliance on Egyptian medical staff, highlighting their international reputation, and projected that the New Capital facility could attract over three million medical tourism patients within its first three years. Plans for Alamein include hotels integrated with healthcare services to support medical tourism.

Madbouli also welcomed the proposal, describing the projects as transformative for Egypt’s healthcare system and its position as a regional hub for specialised medical services and health tourism. He instructed the joint team to expedite negotiations to reach a final agreement and begin implementation.
