Minister of Foreign Affairs, International Co-operation and Egyptians Abroad Badr Abdel-Aati and Minister of Planning and Economic Development Ahmed Rostom witnessed on Sunday the signing of a co-operation protocol between the Ministry of Foreign Affairs and Delta Egypt for Payments (“Sahl”) to launch an electronic bill payment service for Egyptians abroad through the “Sahl” mobile application and digital platform.

The protocol, signed as part of the seventh Conference of Egyptians Abroad under the slogan “No matter how far we are… Egypt brings us closer,” establishes an executive framework enabling Egyptians abroad to pay utility bills and other financial obligations electronically with the highest levels of efficiency and security.

The conference, held on 2–3 August 2026, brought together ministers, senior officials, parliamentary committee chairpersons, members of the House of Representatives and Senate, and representatives of national institutions.

Minister Rostom, for his part, said digital transformation is a cornerstone of the Egyptian state’s efforts to modernise government services and improve citizens’ quality of life.

He stressed the government’s commitment to harnessing advanced technology to provide more efficient, accessible and smart services for Egyptians at home and abroad, in line with the political leadership’s vision for a modern digital public administration.

The minister explained that the protocol reflects integrated cooperation between state institutions and national financial technology companies to facilitate daily transactions for Egyptians abroad by enabling them to pay utility bills and other financial obligations securely and quickly from anywhere in the world.

Rostom described Egyptians abroad as key partners in Egypt’s development process, stressing the state’s commitment to providing advanced digital services that strengthen their connection with the homeland, support financial inclusion and contribute to achieving the objectives of Egypt Vision 2030.
