Egypt mulls launch of 4,200-bed medical complex under PPP model

Minister of Investment and Foreign Trade Mohamed Farid met on Thursday with representatives of Hassan Allam Holding, and Türkiye’s Renaissance Holding to discuss the launch of an integrated medical complex in Cairo under a Public-Private Partnership (PPP) model.

The proposed project will establish a state-of-the-art medical complex with a capacity of 4,200 beds through a consortium of Egyptian and international partners specialising in the development, financing and delivery of healthcare projects.

Under the proposed structure, the consortium will be responsible for construction and non-clinical operations, while the Ministry of Health will oversee medical and clinical services.

The development will also include residential and educational facilities, with dedicated space for future expansion and phased implementation, the Investment Ministry said in a statement.

For his part, Minister Farid reaffirmed the government’s commitment to advancing institutional and legislative reforms to improve the investment climate and attract high-quality domestic and foreign investment, particularly in priority sectors such as healthcare.

He noted that the ministry continues to enhance investor services through a single-window approach and is coordinating with relevant authorities to streamline procedures and expedite approvals for strategic projects.

He added that Egypt’s modern infrastructure, ongoing economic reforms and growing demand for healthcare services position the country as a regional hub for healthcare investment.

The meeting explored mechanisms to support the project’s implementation, including the possibility of granting it a Golden Licence or classifying it as an investment zone to accelerate licensing and government approvals through a unified framework.

Chief Executive Officer of Hassan Allam Investment Management Dalia Wahba said the project demonstrates investor confidence in Egypt and reflects the strength of collaboration between Egyptian and international partners with proven expertise in healthcare development.

Deputy General Manager of the Project Management Office at Renaissance Holding Volkan Hatinoglu said the company looks forward to bringing its international experience in delivering PPP hospital projects to Egypt, supporting the country’s healthcare sector while strengthening investment partnerships with global companies.
