President Abdel Fattah El Sisi issued a presidential decree appointing Lieutenant General Mohamed Abdel Rahman Bassiouni Salem Rabie, Chief of Operations of the Armed Forces, as Chairman of the National Authority for Crisis and Emergency Management, effective July 9, 2026.
The decree also appoints Major General Hani Mahmoud Sayed Mansour, Director of the Signal Corps of the Armed Forces, as Deputy Chairman of the National Authority for Crisis and Emergency Management.
In addition, Major General Sameh Nabil Youssef of the Ministry of Interior has been appointed Assistant Chairman of the Authority.
In a separate presidential decree, President Sisi promoted Major General Mohamed Abdel Rahman Bassiouni Salem Rabie to the rank of Lieutenant General, effective July 9, 2026.
