Egypt has taken another step towards consolidate its position as a regional digital hub with the signing of an agreement to establish and operate data centres and provide cloud computing services.

Minister of Communications and Information Technology Raafat Hindi attended on Monday the signing ceremony of a licence agreement between the National Telecommunications Regulatory Authority (NTRA) and Hassan Allam Digital Infrastructure and Data Centre Solutions.

Under the project, the company plans to invest $400 million in the first phase to build a state-of-the-art data centre that meets international standards. Further expansion is planned in the coming years to meet growing demand for data hosting and cloud computing services. The facility will serve government entities, financial institutions, and both local and international companies.

Speaking at the ceremony, Hindi said the licence reflects the government’s commitment to developing the data centre and cloud computing sector as a key pillar of the digital economy.

He added that the ministry is preparing a national strategy aimed at strengthening Egypt’s digital sovereignty and reinforcing its position as a regional centre for data exchange and digital services, building on the country’s strategic location and advanced digital infrastructure.

The minister also stressed the importance of continuously updating regulatory and legislative frameworks to support the sector’s growth, align with international standards, and meet the needs of local, regional and global markets.

Mohamed Shamroukh, Chief Executive Officer of the NTRA, said the authority is continuing its efforts to develop a regulatory environment that supports the growth of the data centre and cloud computing market while ensuring the provision of efficient, reliable and secure services.

He noted that the increasing number of licences issued in the sector reflects growing investor confidence and rising demand for digital infrastructure in Egypt.

Mohamed Magdy Allam, Managing Director of Hassan Allam Digital Infrastructure, said the project is being developed in partnership with A15 to meet increasing demand for data centres, cloud computing services and artificial intelligence applications.

He added that the initiative is expected to attract high-quality investments and further strengthen Egypt’s position as a regional hub for technology, innovation and digital services.

The project forms part of Egypt’s broader strategy to enhance digital infrastructure and accelerate digital transformation. Over the past two years, the NTRA has issued 10 licences for data centre projects across the country.
