The Ministry of Civil Aviation and the State Lawsuits Authority recently convened for the first international conference dedicated to the “Legal Framework for Aviation Accidents, Regulation of the Civil Aviation Sector, and Related Disputes.” 

Hosted by the German University in Cairo, the event served as a high-level platform for judicial and executive leaders to discuss the intersection of technical aviation standards and international law.

The gathering emphasised the sector’s role as a cornerstone of the national economy and highlighted the critical importance of specialised legal expertise in managing the complexities of global air travel.

During the proceedings Minister of Civil Aviation Sameh el-Hefny underscored that the aviation sector comprising airports, airlines, and navigation services is a primary engine for comprehensive national development. 

He detailed the state’s commitment to modernising infrastructure and safety systems while enhancing human resource efficiency through rigorous training. These efforts are designed to stimulate tourism and trade, strengthen international air connectivity, and solidify Egypt’s position within the global aviation landscape. 

The Minister noted that while aviation accidents are rare, their sensitivity requires a robust legal and technical framework to ensure transparency, protect the rights of all parties, and uphold international investigation standards.

The role of judicial and arbitration institutions was also highlighted as a vital component in maintaining a stable investment environment within the industry. 

El-Hefny expressed the sector’s full commitment to supporting independent investigations, which are essential for institutional learning and the prevention of future incidents. 

By fostering co-operation between regulatory bodies and the judiciary, the sector aims to resolve disputes efficiently, thereby enhancing global confidence in the regional aviation market.

Complementing this vision Head of the State Lawsuits Authority Counselor Hussein Madkour marked the 150th anniversary of the Authority by emphasising its role as the state’s legal bulwark. 

In response to directives from political leadership to prioritise capacity building, Madkour announced the launch of a new Master’s programme in Civil Aviation Law. 

Developed in collaboration with the Faculty of Law at Ain Shams University and the Ministry of Civil Aviation, this academic initiative is designed to cultivate a new generation of specialised legal professionals capable of navigating international standards and protecting public interests in this strategic field.
