Negotiations on the Grand Ethiopian Renaissance Dam (GERD) resumed this Sunday morning in Cairo. Delegations from Egypt, Ethiopia, and the Sudan participated in a new round of talks, in accordance with the statement issued on July 13, 2023, following the meeting of the leaders of Egypt and Ethiopia held on the margins of the Sudan’s neighboring countries summit and with coordination with the Republic of the Sudan.

Professor Hani Sewilam, the Egyptian Minister of Water Resources and Irrigation, emphasized the importance of reaching a balanced and legally binding agreement on the rules of filling and operation of the GERD, that caters to the interests and concerns of the three countries. He affirmed the importance of refraining from any unilateral action in this regard, and that continuing the filling and operation of the GERD in the absence of a legally binding agreement would be in violation of the Agreement on Declaration of Principles (DoP) of 2015.

Sewilam reiterated that Egypt continues to exert utmost efforts to ensure the success of the negotiations. He reaffirmed Egypt’s conviction that there are multiple technical and legal solutions that meet the needs and interests of all three countries and that would enable reaching the requisite balanced agreement.
