BAGHDAD – United Nations Secretary-General António Guterres, addressing the 34th Arab League summit in Baghdad, forcefully condemned the collective punishment of the Palestinian people, demanding an immediate ceasefire, the unconditional release of all hostages, and the unimpeded flow of humanitarian aid to end the blockade.1
“Nothing justifies the collective punishment of the Palestinian people,” Guterres stated, emphasizing the urgent need for a cessation of hostilities.2
He expressed alarm over reported Israeli plans to escalate ground operations, reiterating the UN’s commitment to international law and humanitarian principles.3 “I emphasize that the UN will not participate in any so-called aid operation that does not adhere to international law and the humanitarian principles of humanity, impartiality, independence and neutrality,” he asserted.
Guterres called upon the international community to recognize its “enormous responsibility” in the current critical juncture. He also addressed regional concerns beyond the Palestinian conflict.
Regarding Lebanon, he stressed the importance of respecting Lebanon’s sovereignty and territorial integrity, in line with Security Council resolution 1701. He welcomed Lebanese officials’ commitment to a state monopoly on weapons and encouraged further reforms and the deployment of the Lebanese Armed Forces to southern Lebanon, supported by UNIFIL.
On Syria, Guterres underscored the necessity of upholding sovereignty, independence, unity, and territorial integrity. He advocated for an inclusive, Syrian-led political process based on Security Council resolution 2254, ensuring the rights and participation of all Syrians.4
Finally, he highlighted the urgent need for renewed and coordinated multilateral engagement in Sudan to address the escalating violence, famine, and mass displacement.
“Despite the enormous challenges, let us draw lessons and hope from here in Baghdad, working in unity and solidarity, we can help resolve conflicts and build a future of peace and prosperity,” Guterres concluded, emphasizing the shared goals of the Arab League and the United Nations.
