Egypt jumped 47 places in the World Bank’s Digital Government Maturity Index 2025, ranking 22nd globally after being classified among the top-performing countries in digital governance.

Egypt was placed in Category A—the highest tier of the index—with a maturity score of 0.911 out of 1, up from 0.751 and 69th place in the previous report issued in 2022. 

The latest ranking reinforces Egypt’s position among global leaders in digital government.

The 2025 report showed marked progress across all core pillars of the index compared with 2022. 

Egypt’s score for core government systems support and automation rose to 0.916 from 0.783, while digital public service delivery increased to 0.962 from 0.795. 

The score for digital citizen engagement and participation climbed to 0.896 from 0.626, and the digital government enablers pillar improved to 0.869 from 0.802.

Minister of Communications and Information Technology Amr Talaat said the advance reflects the success of Egypt’s Digital Strategy aimed at accelerating digital transformation and strengthening an effective digital government ecosystem.

Talaat said the strategy is built on several pillars, including automating government processes and services, expanding digital public services through the Digital Egypt platform, promoting the use of advanced technologies across government institutions, and providing technical support to citizen engagement platforms. 

These efforts are supported by continued investment in upgrading digital infrastructure and expanding access to digital services, alongside policies and legislation that enable digital transformation, including the launch of an open data policy.

He added that building digital skills is a top priority for the ministry, through comprehensive programs to train and qualify specialized technology talent and enhance the digital capabilities of public sector employees, enabling state institutions to better adopt and deploy modern technologies.

Talaat also highlighted efforts to support digital innovation in government technology through initiatives such as the Government Innovation Lab at the Digital Egypt Innovation Center in Giza, which aims to empower startups working in govtech and improve the quality of digital public services.

Egypt has made steady gains in the index over the past five years, moving from Category B with a maturity score of 0.649 in 2020, to Category A with a score of 0.751 in 2022. The latest report shows a further improvement of 21.3%, placing Egypt among the world’s leading countries in digital government maturity.
