The Egyptian Ministry of Civil Aviation, in collaboration with the US Embassy in Cairo and the International Finance Corporation (IFC), is embarking on a transformative strategy to develop Egypt’s airports into integrated economic centers.
This initiative, highlighted at a high-level “Airport Day” seminar hosted by the US Embassy, emphasises significant private sector involvement and aims to elevate Egypt’s position as a regional aviation hub.

Minister of Civil Aviation Sameh El-Hefny led the Egyptian delegation at the seminar, which also saw the attendance of US Ambassador Hiro Moustafa Garg, representatives from the US Embassy’s Commercial Affairs Office, and leading American aviation technology, security, and air navigation companies.
Key figures from the Egyptian civil aviation sector, including Accountant Amani Metwally, Permanent Undersecretary of the Ministry of Civil Aviation; Engineer Ayman Fawzy Arab, Chairman of the Egyptian Holding Company for Airports and Air Navigation; and Pilot Wael El-Nashar, Chairman of the Egyptian Airports Company, were also present.

El-Hefny underscored the importance of the constructive co-operation between Egypt and the United States, highlighting the seminar as a crucial platform for exchanging expertise and exploring new avenues for collaboration with major American firms. He detailed the Ministry’s ambitious strategy to involve the private sector in the operation and development of 11 major airports across Egypt, in partnership with the IFC.
This approach aligns with global best practices in management and operations, aiming to enhance regional competitiveness and attract significant investment.
A cornerstone of this strategy is the development of Terminal 4 at Cairo International Airport.
This strategic project is poised to dramatically increase the airport’s capacity to 60 million passengers annually, representing a qualitative leap in service levels and infrastructure. Engineer Ayman Fawzy Arab, Chairman of the Egyptian Holding Company for Airports and Air Navigation, provided a comprehensive overview of the Terminal 4 project, outlining its operational and investment aspects and the opportunities available to local and international partners.

The design and operation of Terminal 4 are meticulously planned to incorporate the latest smart airport operating standards.
The project will leverage advanced systems for air navigation, ground operations, building management, and infrastructure to achieve unparalleled operational efficiency. It will integrate emerging technologies from research and development, aiming to create a fully smart environment that minimizes human intervention and maximizes reliance on intelligent solutions.
This focus on technology and passenger-centric design is set to position Terminal 4 among the world’s most advanced terminals, offering exceptional services and travel experiences. Commercial and service areas will be thoughtfully designed based on behavioral analysis and passenger interests, ensuring a personalized experience for each traveler while enhancing operational efficiency and commercial returns.
US Ambassador Hiro Moustafa reiterated the United States’ commitment to strengthening economic ties and achieving shared prosperity with Egypt. She emphasized that aviation security is a fundamental pillar of economic growth for both nations and highlighted the Terminal 4 project as an opportunity to elevate this partnership to new heights.

The seminar also featured technical demonstrations from participating American companies, showcasing their latest innovative solutions in airport technology, security, and project management. These included presentations from Honeywell, specializing in smart airport solutions and air navigation and safety systems; Rapiscan Systems, a leader in security screening systems; and Hill International, an expert in managing major infrastructure projects.

This strategic direction by the Ministry of Civil Aviation, supported by international partnerships and advanced technological integration, is set to redefine Egypt’s aviation landscape, transforming its airports into dynamic economic hubs and solidifying its position on the global stage.
