Minister of Civil Aviation Dr Sameh el-Hefny presided over the signing of a Co-operation Protocol aimed at significantly enhancing aviation safety across the Egyptian civil aviation sector. The agreement formalises and strengthens the working relationship between the Egyptian Civil Aviation Authority (ECAA) and the Central Department of Aviation Accidents.
The protocol was officially signed at the Ministry’s headquarters by Pilot Amr el-Sharkawy, Chairman of the Civil Aviation Authority, and Pilot Ramy Mansour, Head of the Central Department of Aviation Accidents.
The signing ceremony was attended by a number of senior leaders from the Ministry and its affiliated entities.

The primary objective of this agreement is to enhance institutional coordination and integration between the two bodies.
It focuses on several critical areas of civil aviation safety, including the exchange of expertise and technical information.
This strengthened co-operation is designed to achieve the highest possible levels of aviation safety, reinforcing Egypt’s adherence to the requirements of the Convention on International Civil Aviation (Chicago 1944) and the stringent standards set by the International Civil Aviation Organisation (ICAO).
El-Hefny underscored the strategic importance of this initiative, stating, “Enhancing aviation safety is a national and strategic priority for the Egyptian government.”

He emphasised that this co-operation is a key component of the Ministry’s broader strategy to modernise and develop the Egyptian civil aviation system in line with the latest global best practices.
He further noted that supporting and activating co-operation and integration among the Ministry’s affiliated entities is a fundamental pillar for guaranteeing the safe and effective operation of the entire system.

The Minister elaborated on the Ministry of Civil Aviation’s unwavering commitment to safety, noting, “The Ministry attaches great importance to aviation safety, as it is one of the most important elements of confidence in the air transport industry, both locally and internationally.”
He stressed the continuation of efforts to enhance employee capabilities and train specialised technical personnel according to the latest international standards, which ensures the highest levels of efficiency and quality in this vital field.

El-Hefny concluded by stating that this protocol marks a significant new step toward further institutional integration and technical co-operation within the sector.
This collaborative effort will contribute directly to realising the Egyptian state’s vision for a safe and sustainable aviation system that keeps pace with global developments and accurately reflects Egypt’s leading position in the field of civil aviation.
