For the third consecutive term, Pilot Montasser Mana’a has been reappointed as Deputy Minister of Civil Aviation. Mounir first assumed the role in 2019 under former Minister of Civil Aviation Mohamed Manar. His effective performance and the trust he has earned from state leaders have led to his reappointment during the tenure of former Minister Mohamed Abbas, and now again in the latest cabinet reshuffle.
Born in Cairo in 1959, Mana’a holds a postgraduate diploma in Public Administration from Helwan University and a Master’s degree in Quality Assurance Systems Implementation. He also completed fellowship programs at the Egyptian War College focusing on total quality management and is a licensed commercial pilot.
Mana’a’s extensive experience spans over 30 years in both military and civil aviation. He earned his Bachelor’s degree in Aviation and Military Sciences from the Egyptian Air Academy in 1982, followed by a Master’s degree in Military Sciences. Additionally, he has completed advanced military studies at the War College and holds a fellowship from the Air War College in the United States.
Before his current role, Mana’a served as Deputy Chairman of the Civil Aviation Authority for Aviation Security from April 2017 to January 2019. His broad expertise and leadership in aviation continue to be recognised and valued at the highest levels of government.
