Minister of Civil Aviation Sameh el-Hefny affirmed Egypt’s strategic vision and capabilities to solidify its position as a leading regional hub in civil aviation, during his participation in the official opening of the 42nd Session of the International Civil Aviation Organisation (ICAO) General Assembly in Montreal.
El-Hefny confirmed that Egypt is leveraging its distinguished geographical location and accumulated expertise to move forward in this capacity.

He highlighted the Egyptian state’s strong commitment to supporting international efforts aimed at developing the global air transport industry, enhancing air safety and security, consolidating concepts of sustainability, and ensuring a more efficient and effective industry overall.
Addressing the prestigious international gathering, which convened over 3,000 ministers, senior officials, heads of civil aviation authorities, industry experts, and representatives of international and regional organisations, El-Hefny outlined Egypt’s strategy for expanding international co-operation.
He cited the signing of bilateral and multilateral agreements to support air connectivity, tourism, and trade.
The Minister stressed Egypt’s active role in fostering regional solidarity and improving safety and security through updating national legislation, issuing the National Aviation Safety Program, and enhancing cybersecurity.
He also underscored the strategic role of civil aviation in supporting sustainable development, economic recovery, and deepening regional integration, reviewing efforts to modernise airspace, air routes, and major airports, alongside the implementation of smart solutions for ensuring safety and service efficiency.

The Egyptian delegation included Ambassador Ahmed Hafez, Ambassador of Egypt to Canada; Captain Amr El Sharkawy, Chairman of the Civil Aviation Authority; and Reem El Araby, Egypt’s Alternate Representative on the ICAO Council.
The Assembly sessions were inaugurated by Salvatore Sciacchitano, President of the ICAO Council, who emphasised the global commitment to co-operation for a safer and more sustainable future for civil aviation, stressing the importance of investment in infrastructure, human resources, digital transformation, and linking safety to sustainability.
El-Hefny also participated in the meeting of the African Civil Aviation Organisation (AFCAC), alongside Secretary General Adefunke Adeyemi and other African ministers and officials.
Discussions focused on the continent’s key priorities, including safety and security, environmental protection, infrastructure and airport development, and improving operational and air navigation efficiency.
Participants sought to unify policies to support the growth of civil aviation and emphasized the importance of expertise exchange and human resource development.
During the AFCAC meeting, El-Hefny lauded Egypt’s pivotal role in supporting training programs and qualifying personnel in various civil aviation fields.

He reaffirmed Egypt’s commitment to actively contributing to the Single African Air Transport Market (SAATM) initiative, which is designed to expand air connectivity, facilitate trade and tourism, and strengthen Africa’s position in the international aviation industry, thereby boosting economic growth and sustainable development across the continent.
Furthermore, the Minister attended a celebration marking 20 years of the European Commission’s representation within ICAO.
In his address, El-Hefny characterised the event not just as a celebration of two decades of co-operation, but as an opportunity to renew shared commitment to the governing rules of international civil aviation, upon which ICAO is founded.
He praised the European Commission as an active and strategic partner in supporting the global aviation system.
Reiterating Egypt’s commitment, he emphasised the country’s dedication to strengthening regional and international partnerships for achieving safer, more secure, and more sustainable aviation.
El-Hefny reviewed Egypt’s role in crisis response and regional leadership, which included providing support to neighbouring countries to maintain air traffic safety and continuity.

He also highlighted efforts to empower future generations and promote gender equality within the civil aviation sector, noting that a significant number of women hold leadership positions across various air transport sectors in Egypt.
The ICAO General Assembly, which convenes every three years, serves as the highest legislative authority in the air transport industry.
Its functions include setting general policies for international civil aviation, adopting standards and recommendations for aviation safety and security, electing members of the ICAO Council, and approving the budget and future work plans.
The Assembly acts as a critical platform for enhancing cooperation among member states to defend national interests, obtain technical support, contribute to environmental protection, and develop sustainability strategies.
