Minister of Civil Aviation Sameh el-Hefny convened an expanded meeting at the ministry’s headquarters to announce the issuance of Decree No. 333 of 2026.
This landmark legislation introduces comprehensive amendments designed to streamline regulatory procedures, expedite transactions, and broaden the scope of permissible civil aviation activities.

Attended by Head of the Civil Aviation Authority Sameh Fawzy, Permanent Undersecretary of the Ministry Amr Nagaty and representatives from airlines operating in Egypt, the meeting highlighted the government’s commitment to modernising legislative frameworks and fostering a more inclusive environment for private sector participation.
The new decree targets high-growth segments such as private aviation, aircraft and balloon manufacturing, and advanced training programmes for national talent.
These updates are the result of a collaborative effort by a joint committee between the Ministry and the Civil Aviation Authority, which utilised a participatory approach to identify and resolve specific investor challenges.

By refining the previous regulations established in 2022, the ministry aims to create a flexible, efficient, and attractive investment climate that directly supports the growth of the aviation industry and bolsters the national economy.
During the session, el-Hefny confirmed that these reforms align with the state’s broader strategic vision to enhance the role of the private sector while ensuring market discipline. He stressed the importance of preventing monopolistic practices and maintaining a fair competitive landscape.
To support this, the Civil Aviation Authority is accelerating a comprehensive digital transformation project.

This initiative will automate services and transition to fully electronic workflows, ensuring transparency, governance, and the rapid processing of investor applications.
The minister further noted that the newly formed committee will serve as a direct bridge to the business community, addressing obstacles in real-time to build institutional confidence.
By prioritising impartiality and equal opportunity for all companies in the Egyptian market, the ministry seeks to encourage serious investment and operational sustainability.
The meeting concluded with an open dialogue where the minister addressed proposals regarding market regulation and service pricing, reaffirming the state’s dedication to protecting sound competition and ensuring the long-term vitality of the sector.
