Egypt and France have signed a new Technical Arrangements Agreement aimed at strengthening co-operation in civil aviation between the two countries. The agreement was signed by Sameh Al-Hefny, Egypt’s Minister of Civil Aviation, and Philippe Tabarot, French Minister of State for Transport, during the 55th Paris Air Show 2025.

The signing ceremony took place at the French Ministry of Transport headquarters in Paris, with the Egyptian delegation attending alongside senior officials including Ambassador Alaa Youssef, Egypt’s ambassador to France; Amani Metwally, Permanent Undersecretary of Egypt’s Ministry of Civil Aviation; and Captain Amr El-Sharkawy, Chairman of the Egyptian Civil Aviation Authority.
Al-Hefny described the agreement as a reflection of the strong strategic partnership between Egypt and France, emphasising its importance in enhancing the efficiency and global competitiveness of the civil aviation sector. “This agreement adds real value across several key areas and aligns with the best international practices,” he said.

French Minister Philippe Tabarot praised the Egyptian minister’s commitment to the agreement, highlighting his presence despite regional challenges. “This demonstrates Egypt’s clear dedication to advancing bilateral relations and strengthening co-operation in a vital sector such as civil aviation,” Tabarot said.
The discussions also explored future technical and investment co-operation. Al-Hefny proposed the establishment of a specialised aircraft spare parts manufacturing centre in Egypt in partnership with Airbus. The initiative aims to boost local production, technology transfer, and industry localisation in the region.
The French minister welcomed the proposal, expressing strong support for the project and a commitment to its success.
