Prime Minister Mostafa Madbouly inaugurated on Thursday the General Assembly of the InterAcademy Partnership (IAP).

The opening was attended by Minister of Communications Amr Talaat, Minister of Higher Education Ayman Ashour, Deputy Prime Minister for Human Development and Minister of Health and Population Khaled Abdel Ghaffar, along with several ministers and senior state officials.

Madbouly is also scheduled to attend the International Research Commercialization Expo (IRC Expo 2025), which represents an extension of the state’s efforts to support the linkage between scientific research and industry and to strengthen the national innovation system.

The exhibition constitutes an important step toward consolidating the role of knowledge as a real economic force contributing to the achievement of Egypt Vision 2030 for sustainable development.

During the opening of the General Assembly of the InterAcademy Partnership (IAP), Madbouli attended the signing of the executive protocols for the nine alliances that have qualified for the final stage of the presidential initiative “Alliance and Development”.

The protocols crown efforts of the Ministry of Higher Education and Scientific Research since launching the “Alliance and Development” initiative on 17 February 2025, within the framework of the National Strategy for Higher Education and Scientific Research 2030 and the National Policy for Sustainable Innovation. 

It aims to strengthen Egypt’s science, technology, and innovation ecosystem by establishing and activating specialized regional alliances that bring together higher education and research institutions, industry, entrepreneurs and investors, and government entities across the country. 

The main goal of the initiative is to stimulate innovation and entrepreneurship in high-potential, fast-growing sectors, thereby maximizing impact and enabling each alliance to serve as a driver of economic development, a hub for innovation and successful enterprises, and a catalyst for job creation.

A total of 104 alliances applied, presenting promising viable visions across a wide range of fields. These proposals underwent a three-stage evaluation conducted by a specialized technical committee, with support from the sectoral councils of the Academy of Scientific Research and Technology and international experts. 

Nine alliances successfully passed all three evaluation stages, earning preliminary acceptance and advancing to the final assessment phase.

The final evaluation stage is a decisive step in translating these visions into precise implementation plans. It involves the signing of a cooperation protocol between the Higher Education Ministry and each alliance to finalize the alliance’s sectoral focus, membership structure, budget, a detailed six-month implementation plan, and performance indicators. 

Alliances that successfully fulfill the protocol requirements will receive final approval and sign an agreement with the Higher Education Ministry to begin implementing their activities over a three-year period. 

Meanwhile, Minister of Higher Education and Scientific Research Ayman Ashour said the presidential initiative “Alliance and Development” represents an advanced model for the practical implementation of the National Sustainable Innovation Policy 2030. 

The minister highlighted that the alliances qualifying for the final phase reflect the ability of the higher education, scientific research, industry and government sectors to forge strong partnerships capable of driving regional development.

The initiative aims to build an enabling environment for innovation and entrepreneurship across all regions, transforming each alliance into a driver of knowledge-based economic development, a key contributor to job creation and a foundation for successful companies built on scientific research outputs and technology, he added.

Meanwhile, Co President of the InterAcademy Partnership (IAP) Margaret Hamburg said Thursday that Egypt collaborates with numerous academies worldwide and holds a key role as a regional hub for scientific research, innovation and higher education.

Speaking at the opening of the General Assembly of the IAP, attended by Prime Minister Mostafa Madbouli, Hamburg voiced her gratitude for the ongoing efforts of the Ministry of Higher Education and Scientific Research under the auspices of President Abdel Fattah El Sisi, highlighting Egypt’s important and dedicated role in the international scientific community.

The IAP continually seeks collaboration with the most prestigious academic institutions, aiming for international cooperation and knowledge exchange to address global challenges such as public health, climate change, sustainable energy and technological advancement, she said. 

The partnership also strives to bridge the gap between scientific research and practical applications, according to her.

Hamburg noted that she had the honor of participating, for the first time, in the development of both scientific institutions and practical institutions such as hospitals and schools.

She asserted that the academies work to transform research discoveries into real-world solutions that improve people’s lives globally.

Meantime, Hamburg underscored the importance of promoting inclusion and diversity in scientific collaboration, addressing climate change, poverty and public health, adding that al drives require leadership from scientific institutions and support from the state, efforts clearly demonstrated in Egypt.
