No foreign workers will be permitted to work in Egypt without obtaining a legal license, under the newly ratified Labor Law No. 14 of 2025, Minister of Labour Mohamed Gebran affirmed Thursday.
Speaking during the opening of an awareness seminar on the new law at Giza’s 6th of October Industrial Complex, the minister described the legislation as a milestone for Egyptian workers.
The new law was ratified by President Abdel Fattah El Sisi on Labour Day following its approval by the House of Representatives.
Gebran noted that the law strikes a fair balance between the rights and obligations of both employers and workers, aligns with international labor standards, and supports emerging work models.
He added that it enhances job security and investment climate through clear and equitable regulations.
Gebran emphasised the ministry’s openness to feedback on the law and its executive bylaws, which aim to ensure smooth and fair implementation.
He revealed that the ministry is finalizing around 87 executive decisions related to the law, including 68 under the Ministry of Labor, with the remainder falling under the Cabinet, and the Ministries of Justice and Health. Among the law’s key features is the acceleration of labor dispute resolution, with cases expected to be settled within three months, compared to significantly longer durations under the previous legal framework. The law also enforces stricter penalties against unlicensed foreign labor.
The seminar was organized by the Giza Labor Directorate in cooperation with the Polyis Parks Group and was attended by over 150 HR managers from leading companies.
