Minister of Water Resources and Irrigation Hani Sewilam has underscored the importance of public-private partnerships (PPPs) as a strategic mechanism for financing major development projects, enhancing implementation efficiency, and ensuring long-term sustainability.
His remarks came during a specialised seminar on public-private partnership frameworks held on Wednesday, as part of Egypt’s ongoing efforts to strengthen the role of the private sector as a key partner in achieving sustainable development and supporting national economic growth.
The seminar reviewed the core principles of PPPs, various partnership contract models, and mechanisms for their application across development projects. The discussions focused on how these partnerships can optimise the use of available resources, improve project delivery, and enhance the quality of public services.
Sewilam noted that PPPs offer practical solutions to financing challenges through innovative funding mechanisms while leveraging the private sector’s technical, managerial, and technological expertise. Such partnerships, he said, can accelerate project implementation, improve service quality, and maximise both economic and investment returns.
The minister stressed that PPPs have become an essential pillar of sustainable development, contributing to the financial viability of projects and supporting the state’s broader development objectives.
He also reaffirmed the Egyptian government’s commitment to expanding co-operation with the private sector, describing it as a strategic partner in the development process. According to Sewilam, various PPP models provide effective tools for mobilising investment and securing financing for major projects while preserving the state’s regulatory and supervisory role.
“Partnerships with the private sector extend far beyond financing,” Sewilam said. “They provide access to advanced technical, managerial, and technological expertise, which enhances project implementation efficiency, ensures operational sustainability, and improves the quality of services delivered.”
The minister further emphasised the importance of exploring modern financing mechanisms and adopting best practices that can support the implementation of priority projects, maximise the value of available resources, and contribute to achieving Egypt’s sustainable development goals.
