The government has implemented a broad range of development projects across various sectors in Upper Egypt as part of its efforts to accelerate development, unlock the region’s economic potential and create new opportunities for investment and employment.
In this context, the Cabinet Media Centre has published a series of infographics highlighting the key advantages and investment opportunities available in the industrial sector across Upper Egypt’s governorates. The infographics presents the region’s infrastructure and logistics capabilities, investment incentives, and government efforts to develop a skilled workforce capable of meeting the needs of the growing industrial sector.
The government’s efforts to promote industrial development in Upper Egypt form part of a broader strategy to achieve balanced and sustainable development nationwide, maximise the region’s economic and human resources, and position Upper Egypt as an attractive destination for domestic and foreign investment.
Established in 2018, the Upper Egypt Development Authority is tasked with promoting sustainable development across the region. The authority has completed approximately 43 projects, while a further 20 projects are currently under implementation.
The region’s key investment advantages include 10 fully equipped industrial complexes, alongside strategically located ports, such as Safaga, Hurghada and the Arqin land port. Upper Egypt is also home to five technological universities, which provide qualified human resources to support industrial growth.
The government offers a range of incentives, including a 50% tax deduction on investment costs and a reduced 2% customs duty on machinery and equipment. Other incentives include customs exemptions for temporarily imported molds and production inputs, reduced-cost or usufruct-based industrial land, exemptions of up to 10 years, financial support for exporting factories, expedited licensing and workforce training.
The region is also attracting major international industrial projects. These include Samsung’s electronics complex in Beni Suef, with investments of $700 million; the Obelisk solar energy project in Qena, valued at LE30 billion; Yazaki’s automotive wiring harness plant in Fayoum, with investments of €26.7 million; Nokia’s production line with SICO in Assiut, worth $20 million; and a Swiss cotton garment factory in Beni Suef, with investments of $15.4 million.
These investments have contributed to job creation and economic growth, with unemployment across Upper Egypt falling by 7.7% from 12.3% in 2014 to 4.6% in 2025.
